The Environment Protection Bureau reminds small-scale (less than 200) animal husbandries to submit waste management protocol
There are 54 listed animal husbandries of the scale of 100 or more but less than 200 swine in Yunlin County. According to law, these sites are to submit waste management protocol prior to the end of 2019. To facilitate the application process, the Bureau has set up a counseling line 05-5378042, and specialists to provide on-site counseling to complete the process within deadline and ensure compliance.

Numerous incidents of unprocessed wastes directly released by small-scale swine husbandries and the ensuing waterway pollution have been reported, and odor issues were also reported by local residents. To address these problems, the Environmental Protection Administration (EPA), Executive Yuan has announced the amended “Water Pollution Control Measures and Test Reporting Management Regulations” on December 27, 2017, in which it is specified that husbandries keeping less than 200 swines should their “waste management protocol”. The protocol should be submitted prior to establishment for husbandries keeping 20–199 swine; prior to December 31, 2019 for established ones keeping 100–199 swine; and December 31, 2020 for established ones keeping 20–99 swine.

Shi-Han Huang, the Director of the Environment Protection Bureau, stated that the EPA made the amendment to streamline the application and review procedures for the husbandries keeping less than 200 swine, and the usage of liquid and residues from fermentation has been incorporated into the registration of waste/sewage management protocol to simplify the process. For failing to submit waste/sewage management protocol prior to the deadline, the husbandry owner is subject to a fine or NT$ 10,000–NT$ 6,000,000 according to the Water Pollution Control Act, and a notification for rectification or correction will be sent. Additional fines apply for failing to complete the rectification or correction within the respective deadline. In the case of significant violation, a suspension or termination of business will be demanded.
